General Questions/New to Joomla! 5.x • Core accessibility plugin - how to modify its layout?

Hi there,

Is there a way to customize core accessibility plugin that ships with Joomla 5?
I'd like to customize it for own purposes (call the modal window by clicking on URL in the header instead of icon), but could not find the way to do it.
/plugins/system/accessibility/ - no layouts
/media/ - nothing related to accessibility plugin
/layouts/plugins/system/ - no folder related to this plugin

This is what I'd like to get:
Display a link "version for the visually impaired persons" with an eye icon in the header.

And the content in modal window does not looks nice:

The font is too thin and not contrast.

A customization is needed. But I could not find where the layout is located in.

Maybe I was not attentive. Which way to go?
